Add Field for Time of Birth for Infant Age Accuracy

In the First Call and Vital Statics pages, there doesn't appear to be a place to write the Decedent's Time of Birth. While that's not a very standard piece of information, it would be beneficial to provide a conditional field to select the time of birth specifically for Infant cases.

Currently, without a time of Birth, when using forms that display the age of the decedent, the age in hours and minutes is calculated automatically as Time of Birth at 12:00a. Meaning a child born at 5:00p who died at 5:16p, will have an age of 17 hours and 16 minutes, rather than just 16 minutes.
