Add 'Check Payee' Filter for Check Writing Page

User Story

Right now, when I write a check to a specific vendor, I have no way of easily searching for that data on the Check Writing page. It would be helpful if I could have a 'Payee' filter, that populates all of my Rolodex entries, so I can search checks paid to specific vendors.

Requirements

On the 'Filter Checks' modal, add a new option filter titled 'Check Payee' (see Mockup 1)
