Allow Admins to Delete Comments from any User

People marked admins in the system should have complete control of the information that is within the system. If an employee puts information into a case that needs to be deleted or moved an admin should be able to accomplish that task without coordinating with the other user at that moment. Especially if that other user is unavailable for any reason and would cause unnecessary delays in correcting the information.
