Custom Notification Groups

The ability to @mention roles is great, but we often have exceptions to the permission sets that require a custom role. For example, we might have someone in the Crematory role that also sometimes work in the Care Center, so it would make sense for them to receive both sets of notifications. Since we cannot assign 2 roles to the same user, we would create a unique role for that user. Now, since we utilize @mentions to notify entire sets of users by role, this unique role does not get notified of anything.

Solution: Allow us to create custom notification sets that are not tied to any particular roles (or allow us to assign multiple roles, or allow us to subscribe to notifications for other roles without permissions applying).
