Custom fields needed in all "Rows show results For" options of user reports

We are needing any custom fields to be available as columns in user reports for all the "Rows show results for" options. This would be for all options under #2 but one example would be that today when building a user report, if you chose Family & Friends in as the option for "Rows show results for" (#2}, the custom field columns are not available to choose from.
