List States spelled out for ease of use, especially for outside US.

Currently, States are listed as 2-character abbreviations in Vitals, which is commonly needed for DCs and other forms, but users would benefit from seeing the full spelling of States in the dropdown. This would mitigate errors and be especially helpful when the Country changes (i.e., Mexico).
