If PC Editor is listed as Informant, make home address requred

Our experience with people filling out the PC has been that they rarely provide their home address...who knows why. This almost always requires that we follow up with the family to get it. My suggestion to remedy this is, if the PC Editor is identified as the Informannt in Passare that their home address info be required in PC. Is that possible?
