Limit users to mobile only access for tracking users

For funeral homes that have staff that solely do removals or transfers, we would like to limit the role to only be able to access the mobile app and not be able to log in or view the desktop app in any way. This is to prevent users from logging in and creating dashboards to view sensitive information even when they have no case access
