Option to Make Signature Required in Tracking

When adding a new location for a decedent in app, it would be useful if the signature of the person moving the location was required. This is especially important to Illinois funeral homes where this is a requirement of the state. This should be something that is required not just when initially creating the location, but for every move of the decedent after the first location.
