Ability to bookmark a case from any screen

User Story:

I would like the ability to bookmark a case from any screen.

Specifications:

-Add the bookmark icon to left of the Decedent's name in the Case Menu. (See Mockup 1)

-Bookmark icon will have the same functionality as the bookmark function in the Case Listing page. (See Mockup 2)
