FH needs notification when documents are uploaded

When the family uploads documents within the collaboration center, the FD needs to receive a notification. I see this working similarly to the CC alerts, once an hour instead of every time in case the family is uploading 25 pictures. As we are using this more, the FD doesn't need to miss anything being uploaded.
